Gas year 2014/2015 on the GAZ-SYSTEM Auctions Platform

The GSA Platform was launched by GAZ-SYSTEM S.A. in July 2014 as a response to the requirements of the European Network Code concerning Capacity Allocation Mechanisms in transmission networks (Commission Regulation (EU) 984/2013 (NC CAM)).

Currently it serves as the only tool for interconnection capacity allocation by GAZ-SYSTEM S.A. at the entry point to the domestic transmission system and by GAZ-SYSTEM ISO in the Transit Gas Pipeline System Yamal-Europe.

In the gas year 2014/2015, GAZ-SYSTEM S.A. has offered GSA Platform services to other European operators. So far the GSA auction services have been used by the Czech transmission system operator NET4GAS s.r.o. in respect of bundled capacity for monthly products at Cieszyn point and Slovakian transmission system operator Eustream a.s. together with the Czech transmission system operator NET4GAS s.r.o. in respect of bundled capacity for a monthly product and day products at Lanžhot point.

On 15 September 2015, GAZ-SYSTEM S.A. signed a co-operation agreement with the Ukrainian transmission system operator UKRTRANSGAZ. The agreement concerns the preparation of a pilot project for bundled capacity auctions at the Polish-Ukrainian border to be held on the GSA Platform.

During the last gas year which lasted from 1 October 2014 from 6.00 a.m. until 6.00 a.m. on 1 October 2015, the volume of bundled and unbundled capacity offered on the GSA Platform totalled 394,000,580 kWh/h. The auction system users decided to purchase the capacity of 64,226,043 kWh/h on the primary market taking part in 236 auctions, including 45 auctions for the yearly product, 79 for quarterly products and 112 for monthly products.

Among the offered products, auctions for quarterly products enjoyed the highest popularity accounting for over one half (52.09 per cent) of the total allocated capacity. The yearly product was equally popular (40.01 per cent) among the market participants while the capacity purchased in auctions for monthly products corresponded to 7.9 per cent of the total allocated capacity volume.

In the new gas year 2015/2016 customers will also gain access to new products, which in accordance with the requirements of the Commission Regulation (EU) 984/2013 (NC CAM) as of 14 October 2013 establishing the European Network Code concerning Capacity Allocation Mechanisms in transmission and complementing regulation of the European Parliament and the Council of Europe (EU) 715/2009 (NC CAM), will be made available in auctions as of 1 November 2015. This means that the market participants will be able to buy the available daily transmission capacity, either firm or interruptible, for the following day (DAY-AHEAD product) and the available firm transmission capacity for a given hour during the gas day (INTRADAY product).

Currently, there are 44 active companies of the GSA Platform which registered 115 users.
